What limitations have been placed on the investigation? 

None.  Neither the City nor the Baltimore Police Department has placed any limitations on the scope of the investigation.  We have been promised full cooperation and complete independence. Although we will work as expeditiously and efficiently as possible, no one has placed any time limits or budget limitations on our investigation.  The investigation will be driven by the facts we develop and our ability to obtain access to important documents and witnesses.


Will a final report be made available to the public? 

To ensure complete transparency, a final report will be made available to the public.  It is possible that we may also issue interim reports during the investigation.


Does the Baltimore Police Department have any control over what is contained in the final report

 No. The Baltimore Police Department has agreed to fully cooperate with the investigation and will not have any control over the contents of the report.  The Department will have a limited opportunity to review a draft of the report for factual accuracy, but the contents of the final report will be determined by the investigative team.


Will you have access to the federal, state, and local agencies that work with the Baltimore Police Department and that may have information relevant to the investigation?

We have already received significant cooperation from many of those agencies and are hopeful that will continue. Such cooperation will be necessary if we are to accomplish our goal of producing a comprehensive report that addresses all relevant aspects of the issues associated with the GTTF scandal.
